In compliance with the
Saudat contained in the Grayst
second paragraph of your letter .27383/1920 of the 9th
June, I have the honour to enclose a copy of a letter
from the Government of Hong Kong concerning the
temporary increases of pensions which have been authorised,
together with a copy of the rules referred to therein.
2. The list referred to in paragraph 1 does not contain the names of any pensioners under the Widows and
Orphans Pension Scheme, but it would appear from the
enclosed copy of a letter which has been sent to us by
Mrs. Tutcher, a Hong Kong pensioner, that it is intended
to increase such pensions, and that a further letter
concerning such increases may be expected shortly.
3. It is not stated from what date the increages
are to be paid, and I have to request instructions on this
point at an early date, to enable us to circularise the
pensioners concerning the increase, and to pay the arrears
due up to the 31st July.

The term "from all sources" appears to have
different meanings in the last two paragraphs of the rules.
We conclude that in those cases where the pension is paid
from more than one source, the rate of increase payable on
a Hong Kong pension must be determined by the total amount
of
